Notice of Preparation of an Environmental Impact Report (EIR) for the proposed General Plan Update

In accordance with the California Environmental Quality Act (CEQA), the City of South Lake Tahoe, as Lead Agency, will prepare an Environmental Impact Report (EIR) for the South Lake Tahoe General Plan Update. To start this process, the City issued a Notice of Preparation on September 16, 2009, to provide Responsible Agencies, Trustee Agencies, and other interested parties with information describing the project and its potential environmental effects.

The Initial Study identifies the anticipated environmental effects of the General Plan Update project. A copy of the Initial Study checklist is also included. In compliance with the time limits mandated by CEQA, the comment period for this Notice of Preparation is 30 days starting on September 16, 2009 and ending on October 16, 2009.

The City of South Lake Tahoe welcomes public input during this review period. Please respond at the earliest possible date, but no later than
October 16, 2009. In the event that no response or request for additional time is received by any Responsible or Trustee Agency by the end of the review period, the City may presume that the Responsible or Trustee Agency has no response.

Revised Public Review Draft Policy Document

Policy Document

The Revised Public Review Draft General Plan Policy Document is a comprehensive document that contains all the goals, policies, and implementation programs that will be used by the City to guide future land use and environmental decisions.

A "Public Review Draft" version of the Policy Document was released on July 20, 2009. The "Revised Public Review Draft" reflects Community Workshop #5, public, Planning Commission, General Plan Advisory Committee, and City Council comments (shown in track changes). This updated version will be used as the preferred plan analyzed in the Environmental Impact Report.

The document is divided into four parts:

  • The first part is an introduction and summary of the document.  
  • The second part consists of eight chapters, or "elements," each dealing with a separate topic. Each of these elements includes all the goals and policies related to their specific topic(s). These include Land Use and Community Character, Economic Development, Housing, Transportation and Circulation, Public/Quasi-Public Facilities and Services, Recreation and Open Space, Health and Safety, and Natural and Cultural Resources.
  • The third part contains detailed Priority Lists for each of the four Community Plans, two Nodes, and 20 neighborhoods identified in South Lake Tahoe. These lists identify key features that will be either developed, improved, or rehabilitated to help create complete neighborhoods throughout the city.
  • The fourth part includes the Implementation Programs for the Policy Document. These programs indicate how certain policies are expected to be implemented, which City department is responsible for their implementation, and the anticipated time frame.

Welcome to the City of South Lake Tahoe's General Plan Update website. In October 2007 the City of South Lake Tahoe began a 25-month process to update the City's General Plan, last updated in 1999. The General Plan is the City's policy document that guides land use, transportation, infrastructure, community design, environmental, and other decisions in coordination with TRPA's Regional Plan. The General Plan is intended to provide for orderly growth and convey the community's values and expectations for the future.
